Experience:

Katherine (Foos) Nuanes, MCJ, a retired police commander, has thirty-one years of investigation and management experience in municipal policing with a concentration in internal investigations and managing an internal investigations unit. For the past eleven years, Katherine has conducted pre-employment backgrounds, workplace investigtaions, workplace assessments, and policy review. 

Katherine has conducted over 300 workplace investigations to include: code of conduct violations, sexual harassment, harassing work environments, use of force, use of deadly force, unlawful conduct, truthfulness issues, constitutional violations, rudeness, substance abuse, and other policy violations. Katherine has used mediation as a tool to resolve citizen to officer complaints; she has also conducted mediation between coworkers. Katherine has performed workplace investigations for the following municipalties: City of Arvada, City of Aurora Fire and Police Departments, City of Brighton, Town of Center, Denver Sheriff's Office, City of Fountain, City of Glendale, City of Lafayette, City of Longmont, Town of Monument, Town of Mountain View, Town of Paonia, City of Rocky Ford, City of Salida, Town of Silt, City of Trinidad, City of Steamboat Springs, City of Yuma, town of Erie, City of Westminster and City of Wheat Ridge. 

Katherine has conducted over 1,200 background investigations for sensitive positions in the law enforcement field to include executive positions. 

Katherine has expertise in policy review and development and can assist your team prepare for accreditation. As an accreditation manager, Katherine developed and retooled rules and procedures and operating guidelines for the Arvada Police Department. She managed their eighth (8) accreditation in 2010 which earned them their second “Flagship” award indicating their policies could be used as a template for policy development for other law enforcement agencies. Katherine was the Accreditation Manager for the Arvada Police Department from 2007 - 2010.

Since 2009, Katherine has been a CALEA (Commission on Accreditation for Law Enforcement Agencies) Assessor and can conduct mock or on-sites CALEA assessments. Kathy’s assessments include: Arapahoe County Sheriff's Office Colorado, Burbank Police Department California, Colorado Springs Police Department Colorado, Downers Grove Police Department Illinois, Grand Prairie Police Department Texas, Howard County Police Department Maryland, Maricopa Police Department Arizona, Reno Airport Police Nevada, Sierra Vista Police Department Arizona, Tustin Police Department California, and Slidell Police Department Louisiana. 

Additional Services:

Katherine is an expert witness in the field of law enforcement pre-employment backgrounds and teaches classes on how to conduct pre-employment backgrounds. She is CPTED certified.

Education:

Katherine possesses a Masters in Criminal Justice from the University of Colorado and a Bachelors of Arts with double majors in Political Science and Criminal Justice from Chadron State College, Nebraska. She is a graduate of Northwestern Police Staff and Command.

Awards:

In 2011 Katherine received the Arvada Chamber Image Award for her civic and volunteer service. Other awards include: Two Police Chief's Commendations (2008, 1994), a Police Chief's Citation (2008), DRCOG Collaboration Award (2006), Outstanding Women of Jefferson County (2004), Women of the Year (1997), and Metal of Distinguished Service (1991).
